Beagles and cats can like each other if they are both raised properly, but getting along with each other goes both ways. A Beagle needs to like the ca, however the cat also needs to like the Beagle. If both animals have mutual respect for one another then they are more likely to get along.
How do you achieve this mutual respect? The most important step you can take as the owner is to introduce your Beagle to your cat at a young age.

If you feel like your puppy is becoming to rough with your cat correct the situation as you see fit, as the last thing that you want is for your cat to run away from your Beagle. The reason behind that is that Beagles love to chase things that are running. It is what they are bred for.
If a Beagle and a cat develop this hide and seek relationship, then that is what they will do every time they see each other. Even if a cat does not want to run, a Beagle will pester them until they do. Why? Because they want the chase.
Do your best so your cat does not run away so that this hide and seek habit never develops, once it does develop it is almost impossible to break.
